1. Kodi is unable to find C:\Users\MikeD\AppData\Roaming\Kodi\userdata\advancedsettings.xml please check path and name of the file.
2. because of #1 it isn't a debug log.
3. It's an issue with Intel driver to "send" 1080@23p content as 2160p.

I did exactly what you told me, what I'm I missing?

1- I copy the advancesettings.xml to C:\Users\MikeD\AppData\Roaming\Kodi\userdata\advancedsettings.xml
2-Launch Kodi
3-Playback some 1080p files

I have had exact the same problem. You have to go to "Intel HD Graphics Control Panel" (right click with your mouse on desktop) and use the following settings:
