Installed Kodi, set it up, played one of the "un-playable" 4K files in my collection and you all were right, Hardware Decoding took effect and the filed played smoothly and flawlessly.
Now, unfortunately I thought Win 8.1 came with Windows Media Center, it does not. You need a key and you need to purchase it from Microsoft, which they aren't selling any more. So, I did all that, for naught.
But you all were right, and I thank you for helping.

And you can probably find something else than windows media center if you can't use your old key.
In my opinion, windows media center isn't the best solution.
I just use kodi on the regular desktop with a flirc and harmony remote that controls everything for my media center. Hope you find something that works for you! And try to enjoy the 4k
