Kodi 17 - video decoding bug + subtitle download disabled

hi all,

i have been using 16.1 + phenomenal skin on my sony (android 5.1 arm7v0) with my Dreambox 800
my tv updated the kodi to 17 2 weeks ago.

there is a major problem on 17 using the default skin:
Confused. zapping - when zapping channels, every 3 zapping the video looks like slow motion, audio is fine.
i've checked the info and found that it's because the kodi uses software decoding (cpu is 100%) instead of hardware when video is fine.

Huh subtitle download is grayed, even if subtitle is enabled. on phenomenal skin it was enabled + language flag, which i liked
is it possible to enable it through changing xml file ?

Nod subtitle fps convert 23.976 -> 25 and vise versa would be great for sat viewing.
outside the America continent for example one need to download the file and convert to 25fps, since all BD and tv ep are 23.976fps.
is it possible to embed a python code to the skin or...sort of. i'm pretty sure i'm not the only one outside the America, which uses this Big Grin
