The submenu I'm referring to is the horizontal menu that slides from the top, and contains the view selector, sort by, hide watched and other buttons.
The lock view button is located within the view selector pop-up window, that you can reach from a button in the mentioned submenu. Next to the lock button is the enable/disable views button.
Just to be sure everything is displayed correctly in your setup, check out the gallery in the first post, there are several images displaying the look of the view selector and the locking process.
