nvm.. Just realized it is theme specific, switched to confluence, changed it and switch back all is well now. Input from a new comer, the menus feel a little difficult to find what you are looking for. Settings->System->Media->Videos

I've watched tons of videos and looked through Wiki but the options does not appear to be present in v17 (as where videos were 16 or older). Where do I find the "Default Action" option? I'd really like to show the media info before playing.

Apparently the theme I was using didn't utilize it, I didn't realize that Kodi Interfaces were able to alter the system settings options to their liking (such as not displaying "Default Action".

Switched to Confluence and it was there, was missing in Amber.

Maybe I am just brain dead from navigating the menus. Sorry all, like I said, straight up noob to Kodi. That and ripping movies for the past few days straight.
