My setup:
Slackware64-14.2 / i3 CPU / Kodi 17 / Zotac GeForce GT210
nvidia-legacy340-driver (340.102) / nvidia-legacy340-kernel (340.102)
When I view movie library as a wall and I move up and down, the scrolling is jerky, not smooth at all, is that normal for this theme?

Scrolling should be smooth (for example it's smooth on a pi2 with that view), if it's not than it's not problem caused by this skin.

Thats strange, even Aon Neox 5 on RPI3 running LibreElec 8, when i move up and down movie libary in wall mode, its very choppy indeed, not smooth, could it be my TV? its 1080x1920

Could it, perhaps, be related to your refresh rate setting?

Should is a relative term... BigNoid knows what he is talking about and tests using a Raspberry Pi 2 so if he says there should not be scrolling issues then my first guess is Refresh Rate.
I'd say 60hz and if you have a TV that supports 24hz then set Adjust Display refresh rate with a possible delay but to each their own.

I tried a few different refresh rates but it has made little difference, if i switch the skin to Estuary, the movie wall is silky smooth?
