They are trying to get dolby vision working with the netflix addon/input stream add on not sure about the single layer dv mp4

I'm not sure how the DV can - the N2 doesn't have a DV licence does it?  (HEVC, wither in SDR or with HDR10, is a different matter. Netflix introduced HEVC for their SDR 1080p streams a while back)

I'd expect the DV to be supported only on platforms like Android (and possibly the Apple TV 4K) that support DV within other apps, and that have the required DRM implemented at a system level (and this don't need the Widevine browser-plugin fall back that uses CPU decode?)
