Although I'll be fair and say I couldn't see any actual banned addons installed only the repo so removing that should enable you for support. I will put a caveat though that some of the addons I didn't recognise (not being from Germany) so I have no idea if they're allowed or not so you might have to remove those as well.

Are they still installed after the (around) fifth new install?
And how can I remove them without beeing able to even start Kodi?
Btw. I really did not know that it is forbidden, I even thought I got it from an official Kodi site.
I have no problem using Kodi without that, because I only need legal german TV add-ons with Kodi, like ARD, Das Erste and ZDF.

Kodi is located in two places.
1. c:\program files (x86)
2. c:\users\appdata\roaming\Kodi
Depending on what options you used to uninstall, you may have only removed item 1, and item 2 still exists and, by your comments, this is what has happened.
Item 2 is where the addons are installed.
If you now delete item 2 and reinstall, there is a chance it may work. You can also just rename it... from Kodi to KodiOld

I installed the latest VIA HD Audio Driver today (they are from 11/20016) and now...Kodi works again!

Tried installing Kodi 16.1 Jarvis, 17.0, and the Kodi app form the windows store on my laptop but none of them are working and all do the same thing.
It starts as a black screen then crashes and closes, I've followed all steps up to now and here is my paste:

It looks like a graphics driver problem. Your equipment is approx 4 years old, and Kodi is crashing prior to the splash screen.
You will need to look for updated drivers for your AMD Radeon HD 8650G or you could try installing v16.1 downloaded from here... http://mirrors.kodi.tv/releases/win32/old/

I appreciate the quick turn around. The problem is that I'm running an AMD A-10 5750M APU with 8650G built in and an 8970M PCI-e card and all of those are running on Legacy drivers from AMD. Is there any work around to only use a specific card? preferably the 8970M. I can manage it so the 8970M is the only active card per application but it seems like any version of Kodi, including 16.1, doesn't recognize the second card.

I too am having crashing issue a get the same message. I can't find advance files you mentioned, I removed the addon27,turned off accelerator,tried disabling virus protection and still it crashes. any advice in what I can do to keep it from crashing.

Works fine.....hope this keeps this way after final version.
