What exactly do you mean call URL? What URL, does it need to read the response, post something etc?
Yeelight also supports IFTTT, but IMHO, IFTTT is a joke, takes ages to respond, the interface is plain awful and is soooo, limited...
Yes, that's why I said 1% is too high
You can try setting the brighttness manually to 1% to check... just use telnet to IP adress of the bulb and paste the JSON command.
