With 'Start playback minimised' disabled it only skips the channel info screen when coming from the main menu.
But going back from a channel to the TV-channel browser, and than selecting a different channel first starts with an info screen.
(the description 'playback minimised' doesn't fit the behavior for Kodi17. It did for Kodi16.)

Option looks replaced with 'Switch to full screen' in Kodi 18.5.
The behavior with 18.5 looks good, after changing channel it gives only an information bar for a few seconds.
Marking the issue as solved.
