I have a 1080p mp4 video file that play perfectly through VLC and perfectly when streamed from my Kodi machine to Kodi on my android phone. However when I play it locally the playback speed is at least 1.5 times faster

Can you provide a debug log as explained here... http://kodi.wiki/view/Log_file/Easy

Hopefully someone can pick up the issue in the debug log once you post it. Just make sure you Enable debugging and replicate the problem by playing that video.
