v17 Fresh clean install. Video Plays; can hear audio. Cannot see video.

Hello problem solvers.

First off: I have just again done a clean install, deleted profile folder, no other addons installed.

I have just upgraded from Kodi 15 where everything was working like clockwork to 17.3 after that security scare.

I have now a problem... When I play any sort of a movie file, I can hear Audio but cannot see any video. I do however see flashes of color every now and then. here is what I have done to fix the problem, but no cigar.

1. Removed Kodi Totally including Roaming Profile folder
2. Reinstalled
3. Rebooted.
4. Readded video libray
5. Still no video playing.
6. Restored my settings backup to the fresh install of 17.3
7. Still no video
8. Internet streams also don't work.

I suggest downgrading to kodi 15, cause of your GPU, which is not suitable for DX11 driven video decoding.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

Would a Optiplex 780 small form factor designed for Win 7 have a better gpu to run the latest version of Kodi?

Why would you be considering something compatible for Win 7 when we are into the era of Win10.

Your current 2006 era equipment has had a great run. But you want to update to 2008 era equipment? not a great move. I imagine you are just trying to re-use equipment at home.

Have a read of this thread, there are some fantastic solutions to use the latest version of Kodi, all at very, very reasonable prices.
