Opening a new thread for WRAL Local News and Weather.

This add-on as is, support will be if I get around to it as this is not released in the kodi.org repo.

WRAL is a NBC affiliate based Raleigh, NC.

WRAL is no longer a CBS affiliate. They are now an NBC station.

I didn't know this. Some of the html source still has CBS code.
