I've managed to answer my own question. For anyone else who might run into this you need to set the <zorder> tag to 0 instead of 100 so that the overlay is above the video being played but below the res of the interface.

I'd like to create a scanlines or CRT-mask overlay that displays on top of video while it is playing for older TV shows.
I know, this question had already been asked in 2017… but I didn’t find any add-on.
