Wondering if there is anything I can do to ensure 4k quality, i have access to 4k streams but my TV doesnt adjust to 2160p when playing them

Does it matter/help to go into system display settings in kodi and change resolution manually to constantly display at 2160p? am able to do that but then the refresh rate is forced down from 60 to 24, not sure if any other downside or anything, or if this will permit the 4k to stream properly or do i even need to do anything?

There are countless hardware combinations that all can have a different reaction to eachother.

Enable debugging and provide a kodi.log for starters. It should present the possible resolutions and refresh rates.

Fixating the resolution as 2160p could be a solution for you, but it does have its downsides for lower res videos.

4k on the Fire TV 2 is only at 24/25/30fps.
