I more or less followed these instructions.Yes, MPC-BE is based on Direct3D 9 and therefore HW-decoding will work, different driver implementation used. Kodi is using Direct3D 11 and needs Feature Level 11.x for HEVC Main10 HW-decoding, related to 16-bit textures needed for decoder. This is supported in Windows 8 and upwards by default but Windows 7 is using FL 9.x where the support for 16-bit textures is unfortunately just optional.
