If you are committed to doing this, the RX 560 is a much better GPU than the GT 1030.
Please forgive the slightly off-topic post, but just a note to anyone who might have read the above... I found out too late that the RX500-series GPUs are limited by the HDMI 2.0 port, which won't allow 10 bpc when 4k 60Hz is selected.
It will work over Display Port, but not over the HDMI 2.0 port.
The point being that the 1030 might be the better option of the two (GTX 10-series has HDMI 2.0a or 2.0b, not sure which)

That is a limitation of HDMI 2.0a/b and considered normal. 4K 60Hz 8-bit RGB uses the full 18 Gbps bandwidth of HDMI 2.0, so that is not abnormal.

I think you were using madVR, so you can safely output at 8-bits at 60 Hz and not have any issues with color banding because dithering is used. It will look identical to 10-bits or 12-bits. If you own an LG OLED, 8-bit output with Ordered or Error Diffusion Dithering has been proven to actually look better than 12-bit output with less banding. I wouldn't worry about it and certainly wouldn't change GPUs over it.

Pretty much every UHD TV sold now is capable of 2160p60, and has HDMI 2.0 compatible inputs. It was only the very early models that were limited to the HDMI 1.4b restrictions that meant they had a maximum 4K frame rate of 30p.

Early models which supported 2160p50/60 only did so with 4:2:0 sources (and in fact some HDMI 1.4b-only TVs got a software upgrade to support 2160p50/60 at 4:2:0 as it was within HDMI 1.4b bandwidth limits), rather than accepting 4:2:2 or 4:4:4 sources at 2160p50/60.

There are still some TVs on sale now that only support full bandwidth 2160p on some, but not all, of their HDMI inputs.

I've been wanting to build a HTPC to use only for Kodi for my Samsung Q6F 65" 4K TV for a while.
I can get a Dell Optiplex 7010 with an Core i5-3470 for pretty cheap.

Will it be enough to play 4K BluRay HDR REMUX movies with a GT 1030?

I don't need to able to play 60fps 4K stuff.

Kodi and video play is not about CPU grunt and power, it's about GPU processing power.
The GT1030 can do 8K video on an equally old but less grunty Intel G1620 machine.
I think your Dell box will be okay.
