we're working on a live TV plugin for Kodi and noticed a few issues especially with Kodi 17 (previous Kodi versions do not have that problem).
1. when syncing audio/video live TV it could be that PVR/liveTV ends up buffering up to 9 seconds
2. the 9 second buffering is also an issue when streaming from an HTTP server (TCP) via wifi, in case the signal is not perfect the server delays the data -- but kodi starts to buffer up to 9 seconds.
I have read about the xml configuration file which should be able to adjust the buffer size - however this behaviour should not be set globally - the PVR plugin itself should be able to handle this.
An acceptable caching would be 1-2 additional seconds, and if the transport is really unreliable it should increase slowly but not 9 seconds ...
