Kodi 17 - Live-TV - LiveTV Caching issues

Hi,

we're working on a live TV plugin for Kodi and noticed a few issues especially with Kodi 17 (previous Kodi versions do not have that problem).

1. when syncing audio/video live TV it could be that PVR/liveTV ends up buffering up to 9 seconds
2. the 9 second buffering is also an issue when streaming from an HTTP server (TCP) via wifi, in case the signal is not perfect the server delays the data -- but kodi starts to buffer up to 9 seconds.

I have read about the xml configuration file which should be able to adjust the buffer size - however this behaviour should not be set globally - the PVR plugin itself should be able to handle this.
An acceptable caching would be 1-2 additional seconds, and if the transport is really unreliable it should increase slowly but not 9 seconds ...

I have worked on plenty of addons and Kodi never caches for that long. Are you doing anything out of the ordinary that could cause this? Are you sure the server is sending data fast enough?
