I also want to do a clean a startup or at least once a day.
Has this been solved?

I am not aware of any internal Kodi based solution to what you are asking.  Others may know more here.  Under the Kodi sharing solutions, for multiple Kodi deployments, this capability exists and is a cornerstone feature of the Mezzmo Kodi addon .  It is documented in the How It Works section of the Wiki under Mezzmo Background Sync.  The short version is that every night between midnight and 6AM the addon totally wipes and rebuilds your Kodi video database from the Mezzmo server.  You also have the option of an on demand rebuild which can be done at any time.  The is probably a bit more than what you are looking for but is an option.
