Win Wintel Grayscale Ramp Banding

Hi - I posted this on the Windows Forum but think it belongs here as Intel HD related (probably). Not sure if this is the right forum but hoping it can be picked up as an issue to resolve.

Sadly, looks like Grayscale is messed up again Sad. Black levels are fine however.

Reference AVS HD on standalone BluRay player + Kodi on RPi3. Note that RPi3 is an exact match (including Grayscale Gradient) for the BluRay except doesn't show BtB or WtW.

My setup is Windows 10, Intel HD, Samsung LED TV. I have been playing around and the settings that give correct black levels (with one discrepancy) are below.

GPU Video Input set to Application Setting
(1) Kodi (Limited) -> GPU (Full) -> TV (Limited). Black levels ok with BtB and WtW. However level 17 is barely visible compared to Reference. Minimal but still noticeable Grayscale banding.

(2) Kodi (Full) -> GPU (Full) -> TV (Full). Black levels ok and can see BtB or WtW. Bad Grayscale banding.

GPU Video Input Driver Setting and set to Limited or Full (to match Kodi output)
(3) Kodi (Limited) -> GPU (Full) -> TV (Limited). Black levels ok with BtB and WtW. However level 17 is barely visible compared to Reference. Minimal but still noticeable Grayscale banding.

(4) Kodi (Full) -> GPU (Full) -> TV (Limited). Black levels perfect and can see BtB or WtW. Minimal but still noticeable Grayscale banding.

So the best setting I can get is (4) followed by (1) and (3) but none are perfect. Looks like there is some scaling going on somewhere resulting in Grayscale banding.

NB I have DXVA HW acceleration on but switching to the various software rendering options gives different types of banding

PS my starting point was and has been : https://forum.kodi.tv/showthread.php?tid=252023 but looks like that is out of date with the first 2 settings anyway.

Questions:
a) Anyone else seeing the same Grayscale banding or has his been reported?
b) Why do the Intel HD Application Setting vs Driver Settings give different results when, theoretically, they should be the same?
c) Also, does anyone know why TV has to be set to Limited when everything else is Full? Beats me! Maybe that's the reason for the banding? But if I set TV to Full (ie everything Full) I get washouts Sad
