[Windows] Wrong timezone (after DST)

So, here in NZ we just switched to DST.
This takes us from UTC +12:00 to UTC +13:00.

If I have Windows 10 set to "Set time automatically" and "Set time zone automatically", then my time is correct.
As below:

But, in KODI - all my EPG data is out by 1 hour.
All EPG times are in UTC time (start="20170925060000 +0000") which should be 7pm Auckland time (+13 hours).
However, KODI is only doing +12 hours.
I also tried unsetting time zone automatically, and manually setting to Auckland with Adjust for daylight set.

If in Windows, I change it to manual and change my time-zone to +13:00, then my time is still correct.

And, KODI is now also correct.

I have tested in Linux / Android and it works fine.
Does KODI on Windows ignore DST maybe?
Or is Windows doing something silly?

If you set for windows internet time, check in change settings and you'll see options for different servers, and that is in all probability the root of the matter.

I have tried many different time servers (even some in NZ), and still have the same result.
Also tried multiple Windows 10 PCs.

Windows knows it's daylight saving time (hence why the time is actually correct).

However, KODI seems to not take into DST when calculating EPG offsets?
Maybe it's actually an issue in IPTV Simple Client?
As I can add a +1 offset and it fixes it
