Can't get the customize menu's dialog to populate??

Trying to add/change submenu's widgets etc. but the menu refuse to populate?
Main menu shows
Blank
blank
Disable
Move Left
Move RT
blank
blank
blank

I could deal with this by trail/error but the submenu/widget menu's are totally blank showing only

Tried uninstall/delete addon/data folders/install normally/install direct from zip all no joy (kypt 17.4 bgn 6.1)

This is my best candidate but not sure what/if/how it this helps
