"Snow" in some parts of videos

I'm not exactly sure what this is called, so I'm having a difficult time trying to search for help.  I figured maybe somebody here might know what it is...  

I'm running LibreElec on an older Mac Mini, which has equivalent specs to a NUC (Intel HD Graphics Adapter).  I've recently noticed that while watching Live TV through mythtv backend (and Kodi as the front end), I've noticed something that looks like "snow" or "rain" in certain parts of the video, but not all over the screen.  At first I thought it may had just been a digital artifact from the one channel, but now it was happening on a different channel.  
  
It's not tearing....but it just looks like little dots or small lines that appear in certain areas, especially black areas.  

Does anybody happen to know what the name of this is?

What is the source of your channels?
OTA, cable, sat?

What you are describing sounds like disturbances in reception. Might be source signal, or a damaged cable.

Not saying that's the cause for sure, but that's first thing that comes to mind
