When .NFO is present in movie folder kodi will use WAN connection to grab cover/poster/fanart from internet URL. This is fine.
--BUT--
If there is NO internet connection, no art will used/displayed, EVEN when all cover/poster/fanart is saved properly within the movie folder.
To test, disconnect internet connection and do a fresh scan of movies with .NFO file in movie directory
**This is NOT an issue with Windows version of Kodi, but I can reproduce with Linux(Libreelec) and Android APK
