v17 virtual != physical keyboard layout?

I'm using Kodi 17.3 (on RPi3) - language English, but with a German keyboard.
The virtual keyboard is correct (German QWERTZ with Umlauts), but when I use a physical keyboard (USB), the keyboard layout is default English.
Where do I change the physical keyboard layout - or can I somehow force virtual = physical layout?

These are the settings I've tried (System > Settings > Interface > Regional):
  • Language = German | English
  • Character set = Central Europe ISO / Western Europe ISO
  • Keyboard layouts = German QWERTZ
I've searched the forums and I've searched the web, but found mostly very old threads containing "maybe" workarounds by editing config files on the shell.
Since I don't assume I'm the only user with a German (or non-English) keyboard layout I assume that someone knows a solution for this?

You don't mention which distro you're using unfortunately.
We are about to fix this on OSMC, but we would need more testers.

Could you first try to upgrade to the latest LE version which is 8.2.0.1 for the RPi
