G'day-  I've googled this all day and searched these forums without any success.  If this issue is resolved in another thread, just let me know.

I have a fresh install of Kodi on Raspian (via RetroPie).  Version 17.3 

I'm unable to install any addons from the Kodi Official Addon Repository.

My DNS servers are set to 8.8.8.8 via my router; so hopefully eliminated that issue.
I am able to ping addons.kodi.tv and mirrors.kodi.tv from the SSH command line.

Doing a little digging through the log file, starting @ row 311, I can see that Kodi is not connecting to the mirrors.

It was probably a problem with their server. Please try again, it is working fine now here at least.

I tried it mid-day and it did not work. 
Upgraded RetroPie install and tried again and I was able to connect to the repository.  
Wish I could explain it, but simply glad it is working now.
