When I set my preferred system-language other then en_gb in Master user-profile and then go on to make additional profiles, I can no longer select whatever language I installed in the masterprofile.
Only options that come up are the ones that have not been installed in any of the other profiles yet.

What seems to happen is that due to the new addondatabase structure, any installed languages other then en_gb get disabled in new profiles made with fresh start and then are not included in the results of the addondatabase-query made to generate the option-list to choose from.

Is this a bug or intended behaviour?

I believe it is intended.  You need to enable any add-ons you want to use within the profile.

Would it not be better to simply include disabled add-ons in the addondatabase-query and enable that add-on automatically when that language gets selected?
As it is now, this could cause a lot of confusion and frustration.
Now that I am aware of this behaviour, I can easily work around it but whatever work-around I use, it feels convoluted or unnecessary at least.
