Kodi's audio settings change when I close the program. Changes the throughput source from WASPI HDMI to optical. Can they be locked in any way? Hassle to go in and change each time.

Kodi's settings are to be stored to the database, xml files or whatever section they belong to.
Are you sure you are not having some file rights issue on your system?

Also how are you exiting Kodi?
If you use the quit menu option then the settings and databases should save on exit, but if you just choose the window or stop the task another way then changes may well be lost.
