 Too old :-) Use 4.18-rc3 all others did not have vega patches - if it still does not work -> post the links @fritsch wants to have.

Here you go, just tried today with rc4 and no luck.

dpkg -l |grep mesa | pastebinit - http://paste.ubuntu.com/p/5bXPXdQwDP/

For some reason vainfo is acting up:

libva info: va_openDriver() returns -1
vaInitialize failed with error code -1 (unknown libva error),exit

Yes. You need firmware NOT included in Ubuntu. or nothing will work.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

 I used https://github.com/q3aql/amdgpu-firmware-update last night and those results are from that. If you have a recommendation for another place to grab firmware from and to use on my hardware I am open to suggestions.

It worked for me using the server version of 18.04. Though I had to switch to the mainline kernel tree and the oibaf repo for mesa/X before I was able to install XFCE/ightdm et al in a way that allowed for X to work more or less stable. The latest BIOS on your mainboard is required as well in order to get somehow stable operation of your system. Though I still have problems with boot freezing with my Gigabyte ITX B350 board, the Asus  boards seem to be less finnickey based on other user reports on the interwebs.
