So I have a Shuttle mini PC that plays Kodi well and decodes h.264 videos with no problem. When I try playing HEVC videos however, I get stuttering. The PC has a free PCI-E slot, so I figure I can just drop in a video card that will do better h.265 decoding. What is the cheapest video card that can do that?

Wow, thanks. I've seen the lowest price at $82 on Amazon. Is there anything comparable on the AMD front?

The RX 540 but it costs a lot more (2x) and it there aren't as many passive models (Not sure there are ANY). It's a more capable graphics card but if you're looking purely for HEVC decoding and HDMI 2.0b support, the GT 1030 is the card for the job.

Even older used cards can DECODE 1080p h265 just fine, probably 40usd'ish range.

Nvidia started with H265 hw decoding/encoding with the GTX950/960. Those are both probably still more expensive than the GT1030.
Otherwise it is up to the CPU to do the decoding job.
