Is there any way, that a HD LIVE TV SERVICE,,,,that offers HD Channel selections,,,,can be converted to an SD feed for people like myself,,,that have very slow internet access

Not for the way you mean, as anything that could be done locally would of course have to already been fed by the HD source over your internet connection. This would of course rather defeat the whole point of your request.

You would need to use a different legitimate provider who offers SD at the source end.
