Forgot to mention, my Oled is 1920x1080/60, so this might not work for yours... 
True!

Most movies i watch are 1080p.....does Kodi have problems with 1080p movies once resolution is set to 4K like mine?
Should i set the interface to 1080p also or shouldnt that matter?

Kodi has no problems. It's your GPU that is scaling - if it's too slow doing that, you get skips. Skips: Render is late.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

By GPU u mean my Nvidia Shield? If so that everyone should have this problem right?

And if it isnt the Shield but my TV....can i let the Shield do the scaling or the other way around depending on what u mean with GPU

This sounds exactly like the problems users of LG OLED TV's are experiencing in the following LG OLED Australian Whirlpool thread.
Basically it boils down to the very quick OLED refresh times that comes with OLED technology vs older LCD LED which is slower and introduces some needed motion blur.

It's actually put me off buying a new OLED TV to be honest. OLED TV's with Black Frame insertion may be better when it comes to motion.

Hmmm, the strange thing is....it isnt always that obvious or even at all present so that makes its strange.
I will try out plex or playing a movie directly from the tv its media player to see if its being handled better.

So i set Kodi to 1920x1080 at 23.98hz since most of my movies/tv shows are 1080p.
I watched an Amazon rip of 'The Grand Tour', Kodi switched to 25Hz when i started the Show and no stutter at all......

I will try a movie tonight to see how that goes....

Btw, with 25Hz video Kodi should switch your Oled tv display to 50Hz...

I watched a 'Black Mirror' episode and again no stutters. When i click the info button on the TV it said 1080p 25Hz.

I didnt watch a 24p/Hz movie yet...but 25Hz (or 50Hz) plays smooth and flawless....so if the 24p/Hz Bluray movie shows the stutter again, then its just 24p/Hz content which is a b*tch to watch haha
