Fresh launch of Kodi, played then stopped a video, then queued a song by clicking Queue Item from the context menu. Even when I queue video first, then music, I get the select dialog and can navigate to either playlist. I'm guessing using dbtype for artwork would work, would have to test it.
Edit: How are you queuing music? Almost sounds like it's not creating a music playlist. I was testing by hitting party mode, didn't test other methods of queuing music.
I queued music/video by bringing up the context menu and selecting Queue Item. I queued a couple of movies and then an album or two (and vice versa). I wonder if maybe there is a difference between Party Mode which would use a mixed content smart playlist and the now playing playlist...
Edit: Just to make sure I was testing the same way, just tried it when queueing an album instead of a song, and I still get the select dialog.
