Framerate drop and desync issues on 60FPS videos

Hello all! I already posted this on the General forum, but I thought the video support gurus might be more of a help. 

I am on Kodi 18 and am getting stuttering video and audio desyncs. This is most apparent in 60fps content such as Giant Bomb & Twitch. The weird part however, is that the playback is smooth and normal...when the OSD is up. As soon as that goes away, it is back to hitching. The media info says its playing back at 60fps, but it simply isnt. 

My system info: Windows 10, Nvidia GTX 1080, AMD Ryzen 1700 8-Core, and 16 GB RAM. I have a two monitor setup, with one 144hz Gsync display and Dell 60hz display. I flip flop between which screen Kodi is on. 

Looking for any tips and if nobody has any obvious guesses, I will uploaded an edited log that removes any identifying Emby info.

To receive meaningful assistance you will need to provide a full debug log.

The instructions are here... debug log (wiki)

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file.

In both instances, you should see the word DEBUG throughout the log.

Note: Full logs only. No partial or redacted logs
Do NOT post your logs directly into the forum. Always use a paste site like pastebin.com. Post the link to your pasted log in the forum

First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

 I did JUST get this AMD processor...do you think thats causing the issue somehow?

Sadly AMD is very famous for riddiciously bad drivers ... let's see what afedchin says.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

But the OP is using a nVidia GPU.  The AMD hardware is the CPU which has no decoding functions.

 Correct! :-) I did not read the log properly. I'd try to install another nvidia driver then. Is there a "stable series" for your GPU?

I installed the latest Nvidia drivers, and same issue. Framerate during OSD is correct, but once that is gone it gets choppy.

Anybody able to take a look?

UPDATE Seems like changing around some Nvidia Control Panel settings did the trick. Getting some slight screen tearing here and there now, but the framerate is consistent.
