Debian 9.3 in a VmWare machine.
no problem getting Kodi installed, and it appears to be running, but how to do any configuration.
Tried 192.168.5.219:8080 but this just confirms that Apache is running.
ps -e shows kworker running
is there a port number that I need other than 8080?

Depends on what you want to access.
If you want to access the Kodi gui, there's no webservice for it. VNC might work if you install it on your debian VM.
If you want to control Kodi via the webinterface, you need at least to enable the webserver inside Kodi via its settings. Then it will be the IP and port you have configured. The webserver to control Kodi is disabled by default.

Thanks , I will go rummage around in the config files.
I was hoping for some sort of interface like EMBY.

There is a webinterface, after you enabled the webserver. The Webinterface isn't enabled by default.
Emby is a server. Kodi is a mediacenter which is not expected to run headless
