I've been collecting cartoons for my house server and I'm wondering if there's an add-on for setting up say a 2-hour block of shuffled cartoons that I can select from chosen folders.

LazyTV will do this too. By default it'll make random playlists for your WHOLE library but you can configure it to use only a smart playlist to pluck out specific shows and you can then clone LazyTV. As an example I have two LazyTV addon instances on my machine one is for ALL TV and the other is JUST for Anime.
