Tried both the FPS_test_1080p24_L4.1.mkv and FPS_test_1080p23.976_L4.1.mkv files with KodiSetup-20180529-795b10a6-master-x64.exe, and did not experience any playback issues.
I am running Windows 7 x64, an MSI R9 270, and i5-4690k CPU
