This has been my experience for a while on Winx64 nightlies. It's more of an annoyance than a hard bug.
I have a playlist of videos. When one ends and the next one starts, Player.DisplayAfterSeek gets set true about 90% of the time resulting in skin showing the SeekBar or other overlays (depends on how skin is coded).
My settings are sync playback to display normally with DXVA2 enabled.
