Ive installed as the guide says and it really should work. Currently i use ts3 server and it doesnt seem tog work with openelec.

That's fair! That said... I've run a TS server on LibreELEC (not OpenELEC) through docker successfully.

Although OpenELEC in its basics should work, it has not been maintained for almost a year now.
LibreELEC is up-to-date with all scrapers and video playing, such as 10bit video.
Intel® Core i5-2410M
An Intel Sandy Bridge machine should have no problems running LibreELEC.
Install LibreELEC on a bootable USB stick, and test drive it in Live mode on your machine.

I haven't tried 18.04. Rather wait till the dust settles. 16.04 it works flawlessly on all my machines from the ppa. Try 16.04.
