Still facing this issue.
Behavior has changed a little bit. After client wakes up my TVMosaic-server, no crashes with Kodi client, but first try to play a tv channel still doesnt work.
After rebooting my client everything seems to be fine...
If i take a short look in my kodi log, it seems that this is maybe timeshift related?

Hi -
which PVR plugin did you use in Kodi? I could not find TVMosaic addon in the Kodi addon browser but only DVBLink PVR Client and DVBViewer...

If you are running a TVMosaic server, you can use the DVBLink addon and change port from 8100 to 9270 (Kodi 17.x/LibreELEC 8.x).
DVBLink/TVMosaic addon is available with Kodi 18/LibreELEC 9.

I'm in contact with TVMoasic-team (thx for this), but still no burning idea there....
Maybe some kodi gurus or team kodi has some helpful hints for my issue?

Since i've upgraded my system to milhouse #0720, it seems that this strange behavior is gone....(but i have to test some more days).
The only pvr related PR is this one ---> https://github.com/xbmc/xbmc/pull/14205

is it possible that this PR repairs my strange "standby behavior"?

It seems, that milhouse build #0912 fixed this issue for me - tested with build #911 and the problem occured again.
I've also noticed little changes in starting behavior on my clients with build #0912. With previous builds i had no delays in kodi pvr menu for e.g. 'recently played channels' or 'recent recordings', now i see 'the kodi busy circle' for about 10 seconds....

So it seems that maybe something in network accessing has changed!?

My Kodi v17.6 won't point to TV-Mosaic properly.  I previously had it pointing to DVBLink and it was working correctly.

TV-Mosaic's IP address is the same as the computer it sits on. 
Is that correct?

TV-Mosaic works well when I fire it up.  I am able to watch my normal viewing.

My Kodi is pointing to DVBlink PVR ip&port  [as above]:9270 but my Kodi v17.6 won't link, or point, to TV-Mosaic.

Apart from the PVR settings is there anything else I need to do?

Loading PVR data stays at 0%?

Delete PVR data from the PVR menu will most likely fix it.

Yes. It is in the settings --> PVR and Live TV settings. Then somewhere in the bottom: delete ...something.
I have my Kodi set to Dutch, so I don't know it by heart.

All data was cleared.  I re-booted PC and started Kodi.
In Kodi I can see my TV guide.
I 'Switch to Channel'
it says it's working, then stops. 

when I go directly to TVMosaic
TV--Mosaic allows me to watch TV, Kodi does not.

Also, in Kodi,  no add-ons work.

I.e. no change from 1st email.

So, it does start to read the channel info. It's just the stream that doesn't start.
Sounds like something different.

I would check with Oberon or The_Man on the Mosaic forum

Good news.  I have been looking at:
System/Settings/System/Internet access/ 
I proceeded to  'Reset above settings to default'

I Restarted the computer as opposed to Shut down/Turn on.

Kodi remains pointing to TV-Mosaic but I can now watch TV and my add-ons are working.

My problem appears to be associated with: System/Settings/System/Internet access/
