I have 3 Kodi systems all exhibiting similar problems with installing adding or updating addons. All of these boxes are running Kodi 17.6 on Ubuntu 16.04 .
It seems there appears an addons.lock file in the Database directory .
One system I removed most of the addons from and deleted the addons database immediately began doing the same thing again. There it was the addons lock file that is never deleted, not even on reboot. One showed the same file had been there for three days even though the system was rebooted several times in that three days. All three boxes are different except for OS and Kodi version, different addons and completely different applications . These are both 32 and 64 bit Ubuntu 16.04 versions
Debug logs have proven useless .
