I noticed that some addons were reading and writing to %appdata%/XMBC/ on my Windows 7 machine even though Kodi doesn't use it. Even if they could be using special: URLs, they might be bypassing those. Hence, the installer should create symbolic links from the old location to the new one when the file system supports them. I did that on my machine.

if add-ons are hardcoding a path and not using our VFS paths, then the add-ons need to be fixed/changed and not Kodi.

I agree. But a symbolic link would help with addons that have been abandoned. Most addons unchanged since the XMBC era probably have been.
