Android CPUs always at 0%

As you can see the CPUs are always at 0%:

Kodi "kodi-20180618-38beda92-master-arm64-v8a.apk" on Nvidia Shield (Android 8).
I didn't have the opportunity to test if the problem is also on other platforms.

I have the same thing on my Shield. On Android 7 it was showing the readings.
