I was putting together a KODI box for my sister, who has two small children and the question came up...is there a way to ask for a password for any movie with a rating higher than G or PG or something like that?

Profiles is the perfect way to grant access to specific folders and network shares based on the profile being used. This is ideal for systems that have multiple users.
