Intel® HD Graphics 3000 is likely to be the problem. Lack of driver support in Win10 from Intel. Intel drivers never got past Win7 (last updated in 2012). And I doubt HP ever bothered with an update.
Try turning OFF the Hardware Acceleration in KODI. You'll need to let the CPU do all the work. Don't be surprised if it still struggles\fails.
If you can start KODI, go to Settings, then Player. Under Video experiment with the "Render Method". Software will be the CPU working for you instead. Also try the older "Pixel Shaders" method.
Though don't be surprised if you get no where. I am sure there are plenty of older threads about these Intel graphics chips in the forum.
