Well spent an hour to find this sll error in debug log and no access to kodi repro. Just installed 32bit version and kodi is working.
So avoid 64bit version and save time and trouble nobody seems to care...

Hello. I confirm: I have two systems Asrok j5005 and j4205, Windows 10pro\ent. On both, I see the same problem with KODIx64. I also have a computer on Core I5 3570K - there is no such problem on it.

Rechi, this build (KodiSetup-20181028-9dfb0304-windows-openssl-x64.exe) works on ASRock J4105-ITX (Windows 10 1607 LTSB). Connect to repository - YES. Download addons - YES. Thanks!
sorry for my English, I'm from Ukraine.

Rechi, I use Kodi v18 for only a few days, I thought that connecting to the repository is a temporary developer problem. Now everything works fine, thanks again!

Fix is in Kodi 18.0 Beta 5 and in last nightly (KodiSetup-20181103-*).
