We have absolutely zero interest in anything custom for any type of chip. It should work be default and follow the standards

 yes. KODI is using the official Android APIs and every chipset/firmware that does support those official Android APIs will work just fine with KODI (and any other app/player). Luckily most chipset vendors do support official Android APIs by now, but unfortunately still not all. Back in the days we had vendor specific workarounds in KODI, and the code became an utter mess and nightmare to maintain, which is why we decided to only support official Android APIs now.

Will There be a list of Chips that support IEC and Android API Audio codecs ? So we can make sure we buy the right box

We will not create a list of the thousands of chipsets out there. Also it completely depends on the box manufacturers as a chip works in one but not the other box
