I thought I would give more information on my setup since others are having problems. My TV reports these modes to kodi - 1920x1080p 60, 59.94, 24 and 23.98 Hz. These are all whitelisted.
I tried to use the amazon x-ray debugger but had trouble enabling it with the remote. I eventually downloaded the Developer Tools app to turn it on.
Here are the results of the x-ray HDMI mode when playing the test files:
FPS_test_1080p23.976_L4.1 = 1080p, 23.97
FPS_test_1080p24_L4.1 = 1080p, 24
FPS_test_1080p29.97_L4.1 = 1080p, 59.93
FPS_test_1080p50_L4.2 = 1080p, 59.93
FPS_test_1080p59.94_L4.2 = 1080p, 59.93
FPS_test_1080p60_L4.2 = 1080p, 60 (video playback problem)
The anomaly is the the 60Hz test file shows a frame rate switch with x-ray, but the file itself is not actually played by kodi. I just get the endless spinner as the file tries to load.
