Not available to mere mortals. (There may be some high-end proprietary Dolby mastering software that allows for this - but there's nothing available to general Kodi users)      
So how are Apple TV users re-muxing their streams to be able to playback in DV?      
I don't believe they are - where are you seeing reports that DV UHD Blu-rays are playing on Apple TV 4K?  AIUI The Apple TV is playing single stream DV back - but not dual stream. (There is no commercial reason for the ATV 4K to play back dual stream content as all streaming services will be single stream)

There is some discussion in the reddit though as this looks to be a remux not a profile change - so it may not be doing what people think it is. (i.e. not changing a dual stream to a single stream and instead just muxing the base and enhancement dual stream layers into an MP4)

There are LG demo transport streams in different DV flavours in the wild.

The first one has dvhe.05.09 - which means Profile 05 (single base layer 10-bit HEVC)
